Getting off of Blackrock Island

Help!! I went off Blackrock Island to the new harbor and remembered that I didn't finish the quests on the Island so I went back and finished them but can not find the way to get off the island again. I went to the docks where the map says to go but there is no one there to transport me back. What am I doing wrong?

I belive you can use a wayshrine to go back

Use the wayshrine. You will want to look on right side of the screen and select the zone you want to shrine to. This will bing up the appropriate map and then you can shrine out.

Look at the Bal Foyen map and port there.
