Destruction Staff Passives apply to light/heavy attacks?

I need some help here. I keep getting different answers, but I need something definitive before I put points in my destruction staff passive skills. Do the destruction staff passives (bypass of resistance, increased chance to apply fire/cold/lightning effects, restore magika when killing an enemy) also apply with the standard light and heavy attacks of the staff? I'm getting pretty much a 50/50 split on my answers so far.

Well just reading over the Destruction Skills, seems half of the passives actually mention heavy attacks. The others just say while Destruction Staff equipped. Assuming things are WAI, I'd say yes. Technically it's a Weapon Skill Line, so you'd think that passives would effect all attacks unless otherwise noted.
