Gain levels on both bars?

I gain xp on abilities on my bar whether I use the skill or not. When I get to switch weapons at level 15, do I gain xp on all abilities on both bars? Right now I just keep switching out my skills so they all raise a little

You gain xp for skills only on your active bar, you have to have your secondary ability bar active to gain xp for those skills.
