Thundering Presence (Lightning Form) - Cyradiil zone

Hi guys,
I tried to search in this forum more information about one of Sorcerer spells called Thundering Presence but i was not succesful. So let me please put my question here.
Description says: ''Increases Armor and Spell Resistance by ___ for 9 seconds and deals ____ Shock Damage to nearby enemies every 1 second.''
My question is: Is it normal that in zone Cyradiil i do get only Spell resistence buff + dps dot but not the Armor buff? In the rest of the zones it works fine.

Let me guess you are not veteran yet? In pvp all your stats get normalized until you are veteran, which effectively caps all of them fairly low.

Yeh you are right i should mention it. I am lvl 40...
But it suprises me that my spell resist is increased, it does the dmg but no armor is added... It makes quite harder for my melee sorcerer dps go through the pve content in cyradiil...

The same applies to the fighters guild circle of protection. In cyrodiil it only applies the spell resistance buff but not the armor one...
