Then introduce a Vampire/warewolf Hunters guild or something that can be joined and has bonuses against Vampires/warewolfs. Would make for some great PvP RP in Cyrodil.

And how would that work if a vamp parked himself in the city gateway or in front of a bank? Or for that matter, how would they ever be able to use a bank since there would be bound to be at least one player with garlic in their pockets?
Plus, doing anything against another player's will calls for PvP. I read somewhere a guy completed the quest at lv12, but im not sure how that is possible.
