NPC's instantaneously teleport/warp/speedrun around instead of moving at a normal pace

NPC's just instantly travel back and forth between points or speedrun at a 900% speed. All NPC's skip their normal walk/run/float animation 90% of the time and instead just instantly teleport along their pathing. 10% of the time they behave normally and move at a normal pace with normal animations.

I'm having no latency issues with skill usage, object usage, NPC conversations, area transitions or any other area of the game. Player characters move normally without any glitching 100% of the time.

In combat, this issue makes it almost impossible to dodge or interrupt attacks or even to be certain where a monster really is. Half the time the last "jump" a monster makes is post mortem, making it impossible to loot the monster's corpse. In reality the corpse is 10m further, but on my screen the monster died after travelling a distance instantly thus the corpse is in the wrong place and can't be looted unless I relog every time.

Normally I would blame latency problems, but there's is no lag whatsoever. I've tried 3 different network connections at different locations so far and I'm having the same issue even on my 100M/100M Ethernet with <30-100ms. While sharing a friend's fibre connection I could see the NPC's moving just fine on his screen, while instantly teleporting around on mine. So apparently it's not about my current internet connection.

I ran the "Game Consultant" a few times from the launcher, nothing weird there either.

Re-installing the game didn't help, messing around with my router/connection settings didn't help, changing the graphics settings from "Ultra" to "Minimum" didn't help.

I'm running an Intel i7-930 @2.80Ghz & Zotac GTX 780 AMP! & 16GB RAM. ESO is installed on a SSD.

I'm having great difficulty trying to locate the source of this problem and would greatly appreciate feedback. It took 3 days for a customer service agent to answer my in-game ticket and the answer was "It might be caused by your internet connection."

    Most of the other related "latency" posts turned into discussions about graphics settings, platforms or general banter after someone explained it was "obviously" about megaserver load spikes, a solar eclipse or the high tide.

    I'm having the issue 90% of the time, so I'm probably using a different megaserver. I doubt there are a lot of load spikes at 5am CET. :cookie:

    I have exactly the same problem!!!
    I thought I was the only one, but now I see I am not.
    This bug drives me INSAAAANE.
    I have tried basically everything, testing every single part of my computer and my internet connection. After a while I figured it must be my graphic card, so I'm going to try and put in a different one to see if that solves the problem. If it does, I'll let you know.

    Intel QuadCore CPU @ 2.40 GHz
    8.00 GB RAM
    Graphic Card: NVIDIA GeForce GTX 660
