Game near unplayable since patch 4/15

I was finally able to login tonight (4/15) around 9:30pm EST. Took forever to get to the character selection screen, then even longer to actually load into the game. Worse than Cyrodil over the weekend. Once in the game, it freezes constantly for 1-3 seconds at a time. Sometimes the screen flashes upon unfreeze. Sometimes the ouroboros wheel turns. But this is happening constantly. I eventually gave up and logged.
I had the occasional issue pre-patch, but this was horrible. I doubt its server load, as I was on during the beta stress tests and never had issues this bad.
Is anyone else experiencing this problem?
