Dropped Sets

Does all the dropped sets also drop in the Veteran Zones?

I've seen some thats dropped lower level, around the 20s, make an appearence as Veteran Level items.

So I guess my question is, will Savior's Hide also drop as a Veteran Rank item?
Will every dropped set item make an appearence in VR content?

I've been looking into just that. I've been putting together a list (with a lot of help from others) and it would seem that they do in fact drop again in the Veteran Levels. I cannot confirm every set yet, however, the pattern appears to be: Sets that drop at lower levels only drop at lower veteran levels and the higher level sets drop again at higher Veteran Levels.
