A simple question about skill leveling.

So I know that after you hit lvl10 VR you CANNOT level any skills any further that it is impossible since skills level with your xp gain and that xp is distributed betwen your skills and skill lines that are currently slotted on your action bar. Personally I think that's a HUGE near game braking flaw. Lets say I just want to level up with whats most fun to me and hit VR10 but then I figure out that my guild needs a healer or tank or that some skills I haven't used would be very helpful in some instances, but I can't unlock/level them anymore.
But all that is besides the point, my question related to that would be if I have lets say skills slotted on my bar that are caped and some that are not, will the xp I gain be split just among those that are NOT caped or will some of it go to waste on skills that are already caped?
