Provisioner "Grocier" for Aldermeri Dominion in VR zones?

I've heard tell of these legendary "Grociers" that sell VR5 ingredients but haven't been able to find one. If anyone knows the location for the Aldermeri Dominion ones and could tell me that would be greatly appreciated.
Also does anyone know at what point it becomes viable to start collecting ingredients again from barrels/crates/sacks? Getting nothing but level 1 ingredients at the moment in VR1-4.

He's located close to where you originally appear in Auridon. From the Shrine go south till you hit the beach and turn left, There's a guy in the tent that's a normal merchant but there's a guy sitting near the boats/crates (forget which) which has the (grocer) type0
