Does taunt have any affect on enemy players in PvP?

I know you can taunt mobs, but I don't think the game would outright force players to attack another player who taunted them. If taunting does affect enemy players in PvP, how does it work?

    Well, that stinks. I'll just have to keep that in mind when I'm selecting skills for PvP.
