Hi, I'm looking for all the people I'm supposed to rescue for this council, on top of being 4/5 light's of meridia and completely unable to find where the last one is, I feel like I'm missing several NPC rescue quests because there's like two seats at the council meeting in Hollow City that are empty, and the mage/fighter guilds each have npc's that say there's still people missing. I've scoured the east and west and cannot seem to find ANY other quests to pick up and it's frustrating me.
Is there a map online anywhere that shows a completed Coldharbour that I can compare to mine? (I've looked and can't find one). Are there more rescues I have to do in the North or do I get them all from the east/west sides? Any help would be GREATLY appreciated.
