Apparently there’s a quest you have to do to save Vanus Galerion. The quest is supposedly somewhere East in Coldharbor....

I'm having trouble with this quest also but it's because I can't get out the gates of the Hollow City to the North or east, I have just come out of the Halls of Judgement to find the Chasm Gate activator is greyed out and inactive0 -
Flashygrrl✭✭✭Chasm gate won't work till you've restored the city, rescued King Dynar and Vanus and rescued as many people as you want to and go into the war council. If it had been active before that it shouldn't have been.
When you originally talked to the Groundskeeper upon entering the city she should have updated your map with a location in the east...unless you blew her off and then I don't know what happens.1
