havent had this issue at all, just got my 50 quest achievement, pulled my first 32 hour day yesterday playing eso when i shouldve been sleeping for work.. havent done that since vanilla wow

Yeah, my experience is not at all like yours. I've run into no bugged quests, no lag, nothing. The only thing I don't like is the gold spammers, and complainers.
