For AD is it just Reapers March or do the vampires-werewolves count in Cyrodiil? If Cyrodiil works then I duno why ppl just don't go there.

I am not sure what you mean by vamps and wolfs count in Cyrodil , but if you mean if they spawn there , then the answer is no . The Wolf and Vamp NPCs that give the disease , are in a high level area related to your own faction. If you say that for AD , that area is Reapers Marsh , then you will need to see where the NPCs spawn and then wait for the proper moon phase to come so you can get infected by what you want.

So Cyrodiil is not a high level area? If I go to Lunar Fang settlement and pick some fights and get hit when the npcs turn into werewolves I won't get the disease?
