Does the Ultimate Count as A slotted Ability Effecting Passives?

For example in the NB siphon line. Passive says if 1 siphon ability is slotted you get a 8% magika bonus. if I use the siphon ultimate does that count?
For assignation to get the passive that gives 10% crit damage can I just have the assassination ultimate slotted to gain that passive?
If anyone knows for sure, can you please let me know
