Dodge Roll versus Dodge Chance?

I'm trying to create a Dodge Chance PVE TANK build with a NB base. For reference, it's linked below.
I've encountered a mechanics issue: what is Dodge Chance, exactly? I hope it's not a chance to mitigate damage when a player dodge rolls! Further, can the statistic be buffed with gear or investment into an ability score?
Also, does anyone know if Mirage and Elude stack? If they do, does anyone know if Mirage's debuff can be activated by Elude?
