It would be great if you would never be matched to a group with a player who is on your ignore list.
During the lvl 28-30 Dungeons I encountered a player who ninjaed all boxes and forced us to wait for him at bosses. I ignored him after the run, but the next day, waddya now, he was back doing his routine.
There is also a lot of ingame griefing, in many cases players do this because there is no consequences for them. If they would find a harder time getting groups some might think twice about griefing 24/7 aleast.
I think it's a fair thing to do, why should players have to group with someone on their ignore list, it can also create problems where a player might not seem to "listen" to a team member.
I would find it satisfying if I knew I would never be grouped with someone I put on ignore.
