DK Kindling/Igneous weapon/Arcane fighter question

Now I'm playing 2H DK with Igneous weapon and I can see that sometimes it proc burning effect.
My question is if I level up kindling will it affect this burning effect damage? (I'm not sure since the skill tooltip state that "burning effect apply by fire ability" but in this case it applied by normal attack).
My another question is if I level up arcane fighter will it cause burning effect from igneous weapon to proc more often?
