Shield Charge vs Focused Charge

I couldn't find a discussion about this and I'm curious of what everyone thinks. Currently I'm torn on slotting Shield Charge or Focused Charge. I think I lean towards Shield Charge when soloing and Focused Charge in dungeons because in a dungeon I seem to run out of stam far too quickly but when I'm soloing I just don't use that much of it. Thoughts?

I have both. Shield assault allows you to charge a caster and negate some or all of the damage of his next hit.
Explosive charge is a nice aoe skill, gets your tank in position and damages all mobs, it also does a lot more damage, and its magic so even better.
I use SA for PvP and EC for pve0
