Long loadingscreens

Hi.
Ever since I started playing Elder Scrolls Online, I have been experiencing loading screens which lasts from 30 seconds to 60 seconds whenever I enter an dungeon or change a zone. If I travel within same zone (wayshrine), my loading screens are ~1 second long. Any way to shorten them without dropping down my graphic settings, currently all capped.

OS: Windows 7 Home Premium 64
CPU: Intel Core i5 4670K @ 3.40GHz
RAM: 16,0Gt Single-Channel DDR3
Motherboard: ASUSTeK COMPUTER INC. B85-PLUS (SOCKET 1150)
GPU: NVIDIA GeForce GTX 770
Storage: 119GB ATA ADATA SX900 SCSI Disk Device (SSD)
Internet: ~14 Mb

Random loading screen loadtime. Entering the same area can give different load times. Using 2 Samsung Evo SSD in Raid0.0
