any good source for skill explanations?

Does anyone have a good source with explanations of how the skills really work? Sometimes the in game text really isnt that clear. For example the first restoration staff passive - essence drain. It says "Last hit of heavy attack heals an ally for 15% of damage done". What does that mean? Is it any good? If restoration staffs hit several times on a heavy attack its news to me. It seems more like its just a channeled attack.
