Black heart haven is bugged

After the second boss when You have to kill the pirate skeletons you cant talk to shifty tom and it causes the whole dungeon to glitch. You cannot get the skill point at the end when the quest glitches like this. Im getting extremely tired of these constant bugs, expecially when it takes away potential skill points!
I wrote a poem that I titled, "The ganker's delight."
As you lay upon the ground, cry not little pawn.
The pain will pass as quickly as my blade did take you,
but my delight will last and you will respawn.
My heart simply cannot contain my joy, when I ply my trade.
The fault lies with you, your skill was lacking.

Bladefyr✭✭✭It doesn't seem to have fixed it. I cannot talk to Shifty Tom period. Therefore I cannot even acquire the quest nor get the achievement, skill point or completion loot.Bladefyr - Shadowed Legion0 -
xxslam48xxb14_ESO✭✭✭✭✭Its really weird because they didnt fix anything involving it, but I was able to do it earlier this week. I think its like when any quest bugs out in this game, you just have to get lucky and hope it works. One person in the group I was in couldnt do it, but the rest of us could.
