Every time I go to log into the ESO website it asks for the "new access code"?

I've been logging in on the same wifi at home and it is still asking for a new access location code from my email, and also I could not log in before, it said I did not have allowance or something along those lines to access the servers, as soon as I logged onto the ESO website it allowed me to log in on the actual program.
