MSVCR100.dll missing

Hello,
When I start the launcher, it says that MSVCR100.dll is missing, then the launcher get stuck at "Loading..."
I know this is a c++ dll. I reinstalled c++ (and most updates for that matter) without success.
The odd thing is that I can still launch the game by launching eso.exe in the game folder, and it works just fine.
All answers are appreciated, thank you for your time.

Thank you! I just had this error happen after doing some windows updates. I searched here for the error and found your helpful post right away. Installing those runtimes solved the problem with no sweat! Thank you so very much!You'll need the x86 package of the 2010 runtime even if you're on a 64 bit system.
