Actually, PVE in Cyro would bring more people in. As of now, the current quests in each town are fine, but there is little incentive to do them other than to get the achievement. I can't think of any real incentive to repeat them.
However, if the rewards were better, more people would do those quests which are set up around a hub quest giver. You get a quest, go out and kill some mobs, come back, turn in, rinse repeat. That's not so fun.
But this kind of quest design could be a great stimulator for people who like open world pvp and pk-ing. People could camp the quest giver or you could get jumped while out killed the targeted mob or npc.
This kind of pvp would add variety to the existing faction pvp and keep people around in Cyro even if their faction is nearly dormant. When DC and AD don't have many people on at night, there is nothing really to do against a huge EP zerg. At least we could go do something else waiting and hoping for more of our people to come in to Cyro.
For incentive, you could give some kind of reputation gain with each town. Like Chorral reputation. And you could earn some special armor or weapon or whatever from that town at certain reputation levels. Or completing the whole set of quests could give more gold or rare crafting mats or something to make the risk of getting ganked and fighting over quest hubs or towns worth it. I don't know. Ideas?
