Can you travel out of your alliance?

I was wondering if you could go out of your alliance for example if you were in the Ebonheart Pact could go to the Aldmeri Dominion? Cause i have a lot of treasure maps from pre-order that say to go places in that alliance.

Aureli✭✭✭After you hit level 50 you start earning Veteran Ranks, and those are progressed in the other Alliance zones.0 -
mutharex✭✭✭✭✭Yes, at 50 you can go level in the other 2 alliances and at 10 you can go PVP and PVE in Cyrodiil0

Is the Veteran content instanced to your alliance and is it harder? Just curious how the towns and stuff works out since you're kind of the enemy. Or are you temporarily part of that other alliance while you do the quests?0
