Usstan✭✭You can make level 16+ items in any zone, but you need to go to your faction's second zone to find resources to make them, or buy them from someone else.
F.ex: For blacksmithing you need steel to craft level 16-24 items, and to get steel you need to find high iron ("tier 2") or deconstruct steel weapons.
You will also start finding "tier 3" resources in the same zone for 26+ items.0
