Tempest island dungeon's quest?

Apparently the tempest island quest appears once you kill the things on the beach - tried 3 times and it doesn't.
Bug, or am I doing it wrong?

Chiraku✭same here cant seem to find the quest npc ether
Edit : Found the npc, if you spawn inside the dungeon get back a bit on the beach and find the 3 npcs near a rock at the exit of the dungeon the female with the shield has the quest.Edited by Chiraku on April 15, 2014 7:10PM0
