I'm pretty sure it's not just from blue quality items because I've yet to even see one of that level and have a fat stack of pitch in the bank.

Azzuria, you can also get pitch when refining wood.

Pitch is a temper. Tempers are used to upgrade crafted items (in this case, wood items). You cannot get them from killing or looting stuff and no vendor sells them.

You can get them from:

1) Refining raw materials (so when you chop wood and refine it, there is a chance per batch of getting Pitch)

2) Deconstructing Green wood items (again, a slight chance per deconstruction)

3) Using hirelings who will sometimes send it to you

4) Buying from other players

I guess in Woodworking they are called "Resins" not Tempers.

Pitch is the one you use to upgrade a white item to green (Fine) quality.
