Repair stuck and invisible NPCs

So I was having a problem with NPCs going invisible so I attempted a repair. I noticed my launcher froze around 14% and I restarted it a few times then I decided to uninstall and reinstall. Due to time constraints in my personal schedule I couldn't check if that fixed my problem with NPCs disappearing so I just ran the repair again. This time it made it all the way to 98% and froze again.
Another issue that pops up is that everything my computer was doing just stops. The launcher is the only program I can do anything with at that point. All form of internet on my computer becomes frozen, youtube videos begin buffering, websites stop loading, I can't even open other applications on my computer until I stop the repair.
Didn't know what else to do so I brought my issue here.
