Force pulse vs crushing shock?

I can't decide what to morph force shock into. And that's mostly because of the way the Force Pulse tool tip reads. Does casting force pulse on the same target twice mean that the extra affect will happen to them? Or is it only enemies surrounding them making it strictly an AoE bonus?
Deals 4 Fire Damage, 4 Cold Damage, and 4 Shock Damage. 40% chance to apply the Chilled Status effect, snaring enemy 40% for 5 seconds, 40% chance to apply the Burning Status effect, dealing 12 Fire Damage over 3 seconds, and 40% chance to apply the Concussion Status effect, reducing enemy damage done by 10% for 4 seconds. Deals 3 Magic Damage on up to 2 nearby targets that are burning, chilled, or concussed.

New Effect:
Damages nearby enemies that are burning, chilled, or concussed.

    I had the same question, so I spent the gold to test it ... the answer is: no, it will not apply the damage to the target. So spamming the same target for the extra force pulse damage is a no-go.

    Ah, thanks. I ended up taking crushing shock. I find that I don't really get many interrupts with it though. My other sorc skills work better for that because knockdown interrupts everything--not just spells.

    Targets may become immune to CC, especially in PvP. That's where an interrupt that isn't a CC comes in handy. Crushing Shock also has the advantage of being nearly instant.

    Also it doesn't just interrupt spells, it interrupts anything with a cast time.
