The supply rate from these workers appears to by abysmal.

I hired a 'outfitter hireling' the other day but he seems to do no work to speak of. in the last 24 hours, all he managed to scrape together was 3 jute. That's the equivalent of harvesting one node.
I probably harvest 100 a day myself and I only bother with the one's I happen to come across.

I've seen people complaining that these things are OP - wth?

That's because they also have a pretty good chance to drop blue, purple and yellow tempers. Once your level in a craft is at about 10ish, those items really start to show more often.

Hirelings aren't for raw materials/ingots/whatever.

They're for tempers.

I'm beginning to wonder why I bothered putting a skill point in it. Today I got 3 raw flax (and my clothing level is 10).

I might get one hemming every few days.

Can we fire hirelings for being lazy?

When you get your first yellow temper you start to love them.

How many points do you have in the hireling? The chance for rare tempers will go up with the second and third points you invest in the skill.
