I still haven't found which enchantment this applies to. The actual enchant on the armor/weapon from a glyph? Or active/passive action bar skills when used?

magewizardpreeb18_ESOSoul ShrivenIt enhances the enchantment of the armor, meaning then trait it can acquire by a glyph. If you slot a 40 magicka glyph in it, and the armor has a 20 percent infusion bonus, the 40 magicka will turn into 48. (Modified by item slot, but you get the idea.)3
