Talking to the troubadours?

Around Tamriel, as I am sure most have noticed, there are many troubadours. They stand around playing an instrument and singing songs, and it's all very cozy.
But... you can't talk to them, and this has me baffled. The thing is, when I'm out in real life playing songs, a lot of people seem to think that there is only one thing worth doing in all the world, and that is talking to me. The troubadour.
So, in light of my real world experiences, and the general interest of the public to become best friends with the musician, I have one question. Why can't we talk to the troubadours? Especially that hot one in Skywatch. I'd like to get her number...
