Leveling at 45+

Can anyone tell me where to go to level at 45+? I heard coldharbor but how do I get back there?

You should have activated a wayshrine at coldharbour.
Fast travel to it (right click to zoom out fully in the map, and then click on coldharbour.)

I don't seem to have a coldharbour wayshrine. There must be some other way to get there... I guess I can go grind mobs in cyrodill if nothing else.
