Defensive Scroll bonus

Ok, so I have a question for a change. 
I noticed that I have a defensive scroll bonus. It first appeared after I leveled and went to Cryodiil so I just assumed it had to do with my alliance and there possession of an elder scroll. At least I'm assuming that is what it is though I note it appears to apply in PVE as well which is nice... .
So anyway my question, I just made a second character in a different alliance and he has the same defensive scroll bonus appearing at level 1 in a different alliance. Was I wrong and this isn't something associated with your alliances' possession or not of an elder scroll? I mean I'm in a different alliance and I'm level 1. I don't think I should be seeing that bonus on that character unless it is from something else.
