So I have 4 or so characters who each specialize in 1 or 2 crafts. I know my character that I'm leveling enchanting on should make the glyph but is there any reason that character needs to be the one to apply it to the weapon / armor?

Nope. Bank it and have your other character pick up the enchant and put it on his whatever.
Remember since it is "crafted" so an enchant is an item. Think of it as a little bauble or gem that you put on the item that gives it cool effects.

Thanks. I just didn't know if the enchanting skill mattered at application, I knew it mattered at creation.
