Question about Stros M'Kai "Duke" Quest

I'm not sure if this is broken for my character but, here goes - with as few spoilers as possible. When playing the Daggerfall Covenant, you awake and start the first quest. One of the tasks your given is to rescue someone from the Grave. As you approach, there's a woman waiting and she tells you about "the Duke," which seems to start a new quest.
However, there was no one else to rescue in the Grave. Now I have this quest that says "Rescue Second Prisoner." But there's no second prisoner to rescue?
Am I doing something wrong?
