level 17 on 19 and 20 leveled quests

im lvl 17 almost 18 and im doing quest that are 19 and 20 and its kinda hard when i fight 3 npcs at once on my own, i done every quest i can, is this normal? and is there another area for lvl 17? im currently in stormhaven and if there isnt i think quest should give more exp

If you're finding yourself underleveled some of these can be the cause of that:\

-black areas on the map (black POIs that you have not explored/completed)
-blank areas on the map that you have not explored (these often have quests -- explore all roads on the map, and any blank areas)
-not running dungeons
-not running Cyrodil a bit
-not skyshard hunting
