Does increasing the base level of a skill do anything besides unlock other skills?

Does increasing the base level of a skill do anything besides unlock other skills? i.e. if i go from lvl 10 dark magic to lvl 15, does anything change? Do i do more damage with dark magic skills?

It gives different perks. It could do dmg and something else or it can do something completely different than what it was.

According to this, no. You just get access to more skills and passives.

That site is flat out wrong on a lot of things. I know you get a damage increase for each rank. Not sure if that's the same for heals/buffs though.

Each rank in a skill itself increases the damage of that skill, but the overall skill line leveling allows you access to more skills and passives.
