Is the Oakensoul Mythic no longer providing Minor Heroism?

Character no longer appears to be getting Minor Heroism from Oakensoul while out of form or transformed. Previously, it provided the ultimate in both out-of-combat and in-combat. Is this a bug or wai now?

Minor and major heroism dont provide ult out of combat to prevent ult building in PvP. Like waiting in base for 500 ult to one shot someone with Balorgh.There's Dunmers and there's N'wahs2
