Mitigation question

In terms of mitigation are Spell Resist, Spell Reflect, and Spell Block three separate and measurable character stats?

I don't recall anything relating to spell block....probably just the same as normal block. Spell Resist, is an internal stat that will reduce the damage you take from spells, very similar to your armor rating. Spell Reflect is quite simply a skill that will reflect spells off you and back to the caster. Block will mitigate the damage you take from any attack, at the cost of stamina.

None of which are easily measurable, you can see how much spell resist you have, but not how much it actually mitigates. Reflect...reflects 100% of the spell. Block...depends on your passives how much mitigation and cost is.

This is where I have confusion. If you can block a spell like any attack, what trait governs that, ie stamina?
I understand spell resist, it is a yes/no as a 0% dmg and it is governed as a separate stat.
Then I have an armor set bonus that returns magicka upon a spell reflect, but you are saying spell reflect is a skill?

Spell reflect is a result of an active skill, for example Defensive posture (1h+shield) or Reflective scale (dragon knight).

Spell resistance is rating that reduces your damage taken from spells up to 50% mitigation. It works similarly to armor rating, but against magical damage types (as opposed to armor mitigating physical damage). These are "always on" however it is possible to boost your ratings temporarily with skills like Blessing of Protection (resto staff) or Immovable (heavy armor feat).

Essentially what I need to know is how I make use of the Syrabane set? It recovers magicka when a spell is reflected. So as a sorcerer, how do I spell reflect?

Only if you use 1h&shield as one of your weapon sets, I think. Sorcerer has a spell absorption skill available but no reflect I am afraid. Also world, guild and armor categories do not have any absorption options.
