There's one called Imrpoved Sneak. Third one down on the Passive list - has two ranks!

Shadow Barrier, Dark Veil, Master Assassin, Improved Sneak, and Stealthy are the skills that you can put points in to improve your stealth. Improved Sneak is the one in the Medium Armor line.
