Merciless Resolve acting inconsistently

I have a subsclassed Templar with the Aedric Spear, Assassination, and Animal Companions skill lines.
At the moment, I use the skill bar with Puncturing Sweep IV, Merciless Resolve IV, Shocking Explosion, Deep Fissure IV, Radiant Ward IV, and Soul Harvest IV as the Ultimate. I am using a Lightning staff, and have War Maiden/Tide-born/Slimecraw/Oakensoul sets active
Since the Night Market event, the Nightblade skill Merciless Resolve works inconsistently. For a little while after I log in for the first time that day, it functions normally and gains/expends stacks when used. However, after some time, usually less than 30 mins, it ceases to gain stacks, and fails to ever enable, no matter how many light/heavy attacks I use. It remains this way, sometimes through relogs, and nothing I have tried so far restores it to normal operation outside of giving up for that day and trying the next day.
I made a video showing when it is stuck in this state, just to verify that it was non-functional even in a random zone other than the Night Market. This was after a relog.

I don't see any posts of anyone else having this issue here, so it is likely something specific to my character/build, or maybe even the game client.

ArchaeanDragonSoul ShrivenI should add that I have tried disabling all addons, and it doesn't seem to change anything once it is stuck in the not-working state.0
