Azureblight is broken in BGs specifically

This is a pretty major issue as it drastically increases the power of the set @ZOS_Kevin. Azureblight is not stacking correctly in Battlegrounds, causing the set to fire far more often than intended, and skyrocketing the potential damage of the set. This should get fixed as soon as possible.

People are still taking advantage of it and it's getting toxic
