tome upgrades

I play eso through steam on a MacBook Pro max
when the new tome came out I traied to upgrade to the premium plus but it said transaction failed
I have steam overlay disabled but I still could not purchase the upgrade
I went to a friends house who also plays eso and logged into my account on his windows pc and the windows opened straight away
I tried on my Mac for 6 hours and every thing I tried failed
im not willing to go find a windows pc every new season to upgrade tome
can cos do something so Mac users can upgrade tome
if not I just will not bother with it
has any one else on Mac had this issue and how did you resolve it

✭✭✭✭✭Did you try enabling the Steam overlay? Other reports say that’s required, so having it disabled may be causing at least part of the issue.0
