I resolved it, but I'm going to put this here in case anyone runs in to the same issue.
Launcher was getting stuck around 84% with ["file error] -time remaining" above the progress error. Long story short, I found a check box under Settings called "Check for obsilete files after next launcher startup". I checked it, then closed and restarted the launcher. After a huge list of files to remove, I agreed and the game finished updating. (I don't remember seeing that setting before, and it unchecked itself after.)
(I'll leave it unchecked for now because...) Even though the game started, I had no audio. I've had a similar issue in the past just with voiced NPCs in a new zone. So, after verifying my system audio was work, I ran a repair under the game options menu on the launcher (other setting cog). And that fixed it.
If you still have issues, I've found deleting, redownloading and reinstalling the game is what fixed my issue the previous time.
