Under 50 BGs broken on PS5?

After the update, stats are not correct when joining an under 50 battleground. My mag/stam/health attributes in no-cp cyrodiil are all around 30,000, but in BGs they are all around 16,000. Is this intended? I'm assuming scaling might be broken in under 50 BGs.
