Missing Aurora Firepot Spider Instructions

I have all three pieces of the pet in my inventory, and went to Philius Dormier to purchase the instructions to combine them. But he isnt selling it, and I have no way to create the Firepot pet now. Does he only sell them during certain events? Or is it now impossible to create now?
